The government has decided to set up a National Centre for I-T e-assessment in Delhi: CBDT

A national e-assessment centre (NeAC) shall be set up in the national capital as part of the government’s aspiring plan to launch faceless as well as nameless assessment for income taxpayers from next month.

The Central Board of Direct Taxes (CBDT), that makes the policy for the Income-tax department, had issued an order for the establishment of the Centre. The Centre would have 16 officials and shall be controlled by means of a Principal Chief Commissioner of Income-tax (PCCIT) as its chief.

It is stated that the NeAC is going to be an independent office that will look after the exclusive work of e-assessment. Though from the 1984-batch Indian Revenue Service (IRS) officer K .M. Prasad were appointed as the chief or PCCIT of the new Centre,  also 1993-batch IRS officer Ashish Abrol was appointed as the Commissioner or second-in-command of the new unit. Finance Minister Nirmala Sitharaman has stated the e-assessment scheme would be started from 8th October, when ‘Vijayadashami’ would be celebrated.

The notification had stated that the concerning for modification, an opportunity for a personal hearing shall be provided towards the taxpayer and such hearing will be carried out exclusively through video conferencing.

The NeAC shall serve notices towards the assessees specifying the concerns for selection of their case for assessment as well as after a reply is received from them within 15 days; the centre would assign the case towards an assessing officer using an automated system.

The notification had specified that an individual shall not be required to appear either personally or through an authorized representative relating to any proceedings under this scheme (e-assessment) before the authority of the income-tax at the National e-assessment Centre or Regional e-assessment Centre or any other unit set up that has been set up under this scheme.

Relating to the assessees or their authorised representatives who want a personal hearing in order to make their submissions or present their matter before the income-tax authority, they would be allowed to do so in any unit and such hearings would be conducted completely through video links or any other such facility.

The FM Sitharaman had stated the proposal in her Budget speech made on 5th July, calling it “a paradigm shift”.

She had held that the system of scrutiny assessments in the I-T Department contains a higher level of personal interaction among the taxpayer as well as the department, leading towards some undesirable practices on the part of tax officials.

In order to eliminate such occurrences, and to provide shape to the vision of the Prime Minister, a system of faceless assessment in electronic mode concerning no human interface has been launched this year in a phased manner.

FM had stated that initially, such e-assessments would be conducted in a matter requiring verification of certain definite transactions or discrepancies.

About e-assessment Scheme

Centre government had off late notified e-assessment scheme, to enable faceless assessment of income-tax returns by means of completely electronic communication between tax officials as well as taxpayers. The scheme would be rolled out from ‘Vijayadashami’ on 8th October 2019.

As per the scheme, an individual shall not be required to appear either personally or through an authorized representative relating to any proceedings under this scheme (e-assessment) before the authority of the income-tax at the National e-assessment Centre or Regional e-assessment Centre or any other unit set up that has been set up under this scheme.

In matters where any modification is essential, the taxpayer would be provided an opportunity for a personal hearing as well as such hearing can be carried out exclusively by means of video conferencing.
