TEC Certificate Registration

TEC Certificate Registration

What is a TEC Certificate?

Telecommunication Engineering Centre (TEC) is the authority in India responsible for certification for telecommunication merchandise according to the mandatory trying out Certification of Telecommunication Equipment (MTCTE) guidelines.

The Indian Telegraph modification rules of September five, 2017, stipulate that all telecommunication devices must undergo obligatory testing and certification before sale, import or use in India.

Who Needs a TEC Certificate?

A TEC (Telecommunication Engineering Centre) Certificate is required for all manufacturers, importers, and sellers of telecommunication equipment that will be used or sold in India. Anyone handling telecom devices that connect directly or indirectly to the public network must have this certification prior to marketing or importing their telecom devices. This includes devices such as modems, routers, mobile communication devices, transmission equipment, optical fibre equipment, and network security devices.

The requirement applies to both domestic and foreign manufacturers alike, ensuring compliance with the Essential Requirements (ERs) set out by the Department of Telecommunications (DoT) for all telecommunication products entering India. OEMs that export telecom goods to India also need a local authorised representative to apply for TEC registration.

In summary, all businesses in the telecommunications ecosystem, whether they are engaging in manufacturing, assembly, importing, or distributing telecom devices, will need a TEC Certificate. This certification will provide an assurance that both the telecom devices and the companies comply with Indian applicable regulations, and it will provide greater reliability and interoperability and safety standards throughout the network infrastructure, which protects consumers and the nation's communication systems.

Benefits of Obtaining a TEC Certificate

Benefits associated with registering for the TEC certification fall into three main areas: trustworthiness, competitive advantage, and enhanced customer confidence.

  • Compliance with Necessary Standards

The TEC accreditation guarantees that telecommunications devices meet required regulations and both domestically and globally recognised norms.

  • Builds Product Trust and Confidence

Ensuring stakeholder and customer trust through TEC registration is crucial for establishing credibility within the industry.

  • Facilitates Marketing of Telecom Products

TEC accreditation enables sales (including importation, production, and distribution) of telecommunications goods/products within India pursuant to Rule 36 of the Indian Telecommunications Act, 2017.

Eliminate Degrading Performance of Existing Network

The granting of TEC certification is crucial for ensuring no decline in network functionality or standards among current systems.

  • Customer Assurance

Granting TEC accreditation ensures consumers' trust in product security, uniform operational benchmarks, and tranquillity about telecommunications hardware reliability.

  • Promotes Equitable Rivalry

Granting TEC accreditation fosters competitive integrity between telecommunications device producers.

Types of TEC Certification

  • Type Approvals

The process involves adhering to test issuing proof of conformity regarding telecommunications equipment through the TEC Testing Plan and Procedures document, ensuring adherence to specific standards like GRs within those procedures.

  • Interface Approvals

After reviewing tests conducted according to the Telecommunications Engineering Centre's schedule and procedures, interfaces receive approval based on their adherence to product standards outlined by the Interface Requirements document.

  • Technology Approvals

The technology approval involves evaluating and validating prototypes for telecommunications products created either by C-DoT or similar research development organisations before they can be officially certified as marketable goods. The permission will be given exclusively when the created item complies with the standards outlined by the Generic Requirements according to the Technical Equipment Criteria.

Validity and Renewal of TEC Certificate

Validity of a TEC Certificate

Details regarding the duration of validity for certificates and the timing required for renewal must be provided.

Before this point in time, TEK licenses had an expiration period of five calendar years. Under the government’s EODB program, documents granted on or after July 1st, 2022, have an extended validity period of ten years. Nevertheless, documents granted before today's deadline remain in effect for merely five years.

Apply for renewal of your certification up to three months before its expiration date; however, you must ensure that all aspects, such as the product's design, production methods, or any applicable ERs, remain unchanged during this period.

Renewal of TEC Certificate

Obtaining an updated certification typically involves minimal effort. Prospective individuals must complete an updated document and accompany all necessary paperwork and charges when submitting their application. The files might contain evidence of ongoing usage, revised data, or additional specifics requested by TEC.

Upon submission of an application, TEC verifies whether the item complies with all regulations and specifications. Should all conditions remain satisfactory, the document's validity period will automatically extend accordingly.

Prioritising the submission of your renewal application before expiration ensures seamless continuation without disruptions or complications regarding your certification status.

Documents Required for TEC Certificate Registration

Here's the document roster necessary for obtaining TEC accreditation according to the provided:

  • Application Form

  • Test Reports

  • Compliance Declaration

  • Authorization Letter

  • Manufacturing Process Details

  • Trademark Registration

  • Bill of Material (BoM)

  • Brand Name, Product Name, and Model Number

  • Sample(s), User Manual, and Accessories

  • Copy of Marking Label

  • PCB Layout and Circuit Diagram

  • SMPS Layout/Mains Power and Circuit Diagram

  • OEM Support for Product Configuration for Functional Testing

  • Identification of an authorized representative for India if the applicant nationality does not match.

  • Details of the Signatory Person’s

  • Legal Address Proof

  • ISO 9001 Certificate

Step-by-Step Process of TEC Certificate Registration

  • Filing of Application

To register your company under TEC in India, you must apply both online and offline methods; however, any information provided is non-editable after submission.

  • Scrutiny & Evaluation of Documents

Additional instructions mandate an in-depth examination or review of all provided materials. Should an issue arise within the file, it should promptly be reported back to those who submitted their applications so they can correct it accordingly.

  • Submission of Variant Details

Additionally, prospective individuals must provide specific data points related to various aspects concerning the product design, including Bill of Materials (BoM), technical specifications documents for machinery components, among others. Additionally, prospective individuals must submit information regarding the geographical coordinates of telecommunications/internet infrastructure devices.

  • Payment of Required Fees

Subsequently, applicants need to settle the charges necessary for obtaining the certification under the specified program, which follows upon submitting their application for TEC accreditation.

  • Selection & Evaluation in a Conformity Assessment Body

Additionally, the candidate has the authority to choose an accreditation agency (CAA) listed in the CAA directory offered by TEC. Additionally, telecommunications gear needs to provide a detailed account of its testing results when submitted by partners who have their own designated countries as part of an MRA framework.

  • Grant of TEC Registration Certificate

Upon thorough review of all submitted report forms, the company receives its Technical Equipment Certification document.

Conclusion

The TEC Certification is a crucial component of India's telecommunications ecosystem, enabling customers and vendors to ensure that all telecom equipment meets stringent quality, safety, and interoperability standards. The certification process requires manufacturers and importers (vendors) to comply with specifications that ensure telecom devices do not compromise the integrity of India's communication networks and that non-compliant or poor-quality telecom devices do not use up limited slices of national spectrum or bring down network performance.

Manufacturers and importers should not view TEC certification as just a regulatory burden but instead as predicated on the assurance of trustworthiness and technical legitimacy. TEC certification indicates to customers and stakeholders that the products are fit for purpose, secure, and capable of meeting both Indian and global non-volatile memory product quality standards, thus adding an essential qualification in a competitive environment. Moreover, TEC authorization supports a fair environment for competition and innovation in the telecommunications space, as it provides a metric for vendors to seek transparent approval of their products.

With the government providing an additional ten years of validity for the certificate, TEC registration has become an even more service-oriented experience, helping to reduce burdens of compliance while making doing business more attractive than before. Ultimately, TEC certification should help to coordinate a safer, stronger, and efficient telecommunications environment that aligns with India's vision of a digitally empowered society.
