LOCKDOWN 4.0 GUIDELINES – WHAT TO EXPECT IN COMING DAYS?

Prime Minister Modi has made an announcement on 12.05.2020 unfolding the stand of the Government of India on COVID-19 crisis going on in the country and as a result of wide discussions on the requests & advice received from various states, the Government has decided to further proceed with the lockdown version 4.0 starting from 18.05.2020 as Lockdown 3.0 is approaching towards on its end-limit on 17.05.2020.

He said that the Lockdown 4.0 shall aim towards “Awakening the economy” as well as saving the lives of the people. As scientists have forecasted that COVID-19 may continue to be present in our lives for a long time until we finally get a vaccine for treatment.

Our country has set an example for the world to deal with the pandemic situation despite having the largest demography in the largest democracy of the world. With the ultimate goal of increasing the “economic stimulus” of the country & turning our economy into a “self- reliant & self-sufficient” economy.

 Following were the key indications towards the steps likely to be adopted in the coming days-

1.    Inducting Relief Fund into the Economy- 

A total COVID-19 relief fund of Rupees Twenty lakh Crores to be inducted in the economy including the RBI moratorium & relief package of one lakh seventy thousand Crores declared already.

2.    Extending support to primarily these groups of societies-

a.    Daily wage Laborers primarily migrant workers- Transferring the amount of relief directly into their bank accounts with the help of JAM(Jan-Dhan, Aadhar Card & Mobile)

b.    Farmers & Agro-Based traders- As this sector has been worst hit due to the global pandemic, the other aim of Govt.is to providing aid help them to in the form of irrigation facility, seeds distribution, etc. making them strong enough to thrive in any difficult situation. 

c.    Small & Medium scale Businessmen- With a view to boosting the MSME enterprises by providing them funding assistance, encouraging them to produce products with a global reach, by giving them relaxations or exemptions in tax(income tax &GST) etc. 

d.    Lower-Medium class of the society- Providing them relaxation in loan EMI payments, interest rates etc.

3.    Strengthening Five Pillars of the society namely-

Economy, system, infrastructure, demography, demand that will propel that a self- reliant India.

4.     Being “Vocal about Local”- 

Mr Modi also provided that the “Lockdown has also taught us to give preference to the local essential products rather than global products which were readily available before the lock-down situation happened. The larger brands are known today also started out as a smaller local product and made their name due to advertisements. Thus, being a citizen of this developing economy we should try to adopt products produced in our country &encourage others to do it too.

5.    Taking care of Social- Distancing-  

Remains the “biggest weapon” against the virus till a vaccine is innovated & found and suggested that the lock-down may not be lifted completely and where relaxations are available it shall be compulsory to use masks, keeping a distance of 2 feet & sanitization.-

6.    Further Details to be notified before 18.05.2020-

Mr Modi announced that further Government directions shall be notified before the 18th of May 2020 while some financial notifications shall be declared by the Union Finance Minister Mrs Nirmala Sitaraman
